Draft bill to target freelancers and self-employed who habitually declare tiny annual incomes, sources say

A draft bill that National Economy and Finance Minister Kostis Hatzidakis plans to present to the cabinet next week will specifically target self-employed workers who systematically declare extremely low annual incomes as a means of cracking down on tax evasion, Athens-Macedonian News Agency sources revealed on Sunday.
The sources said the changes will be to the system for taxing the self-employed and not to the taxation rates, which will remain unchanged, based on the results of the 2022 income tax declarations analysed by AADE, the Independent Authority for Public Revenues.
These show that nearly half a million of self-employed workers, just under 70 pct, declare earnings of up to 10,000 euros a year, which is less than the minimum wage, and only 4.3% declare more than 40,000 euros a year. This means, the sources note, that many employers are declaring a smaller income than the people in their employ.
The same sources also noted that the new bill on taxation will include measures announced by the prime minister at the Thessaloniki International Fair to help stamp out tax evasion.
